Emergency Accommodation
Contact your local council for advice. They may be able to refer you to a suitable option.
Severe Weather Emergency Protocol (SWEP)
During extreme cold (below 0°C for 3+ days), councils must provide emergency accommodation for all rough sleepers, regardless of status. They coordinate with housing providers to cover accommodation and staffing costs.
Councils may offer additional emergency housing beyond this legal minimum at their discretion.
What to Expect
Your local council must assist you if you're legally homeless. The support provided depends on:
Your eligibility
Your level of need
How you became homeless
Who is Legally Homeless?
You may qualify if:
You have no legal right to live anywhere
You’ve been locked out by a landlord or other person
You’re at risk of abuse or violence at home
You’re forced to live apart from family due to lack of suitable housing
Your living conditions are severely overcrowded or unsafe
If eligible, the council may provide anything from advice to accommodation support.
Who is in Priority Need?
You may be prioritised if:
You (or someone you live with) is pregnant
You have dependent children (under 16, or under 19 if in full-time study)
You’re vulnerable due to age, disability, or other factors
You became homeless due to a disaster (fire, flood, etc.)
Seeking help early increases your chances of finding a safe place to stay.
